My Mother is 86. She has started walking at home with a strained right leg. She gropes for something solid and reaches out to hold something. This has been happening for the past 2 months after she had a slight fall. Yet when she is out in the open she walks fine! Is there a neurological disorder? Is she suffering a panic attack? She has had HBP since 1966 suffered a stroke in 2003

It could very well be her age, yes. It could be the muscles, the coordination, etc., which is decreasing as she increases chronologically.
The stroke might not of helped her either, as far as her gait.

Hard to tell. If she's out in the open, then she isn't afraid of falling into something. Her vision might need to be checked though, if she's needing assurance for walking when things are around.
She could be suffering anxiety, since she's already fallen. Maybe having a physical therapist evaluate her and help her to walk around objects, and how to properly support herself, will give her confidence?
Don't forget she might benefit from counseling. Getting old is tough enough without having fears.
