My partner takes things such as excess (2 dozen +) sugar sweetners (he admits to this)from a cafe or a small chocolate bar without paying. Also, he takes money from my wallet. He, on occasion seems paranoid if he hasn't been able to reach me. His mother suffered from dementia.

Well, it is possible that it can be connected. Yet, I don't really see him having dementia, unless it could be early onset.
He could be just thinking that taking things to excess is a good thing, as trying to have some extra stuff without paying for it--which of course--he won't equivocate to stealing.
The taking money from your wallet is definitely not cool, and the stealing the chocolate bars are not good. I would discuss this with him and ask him why he feels he needs to do so.
He may need treatment for it later on, but I would definitely discuss it with him at first, why he is doing what he is doing.
