Doctors have said that my sister is b-polar along with being diabetic. For the last 3 months, she has acted
very rude to people, family,kids. Do you think it can be another disorder?
Can anyone in the family commit her to a hospital for
evaluation?

It depends upon her age as to who has the "power" to commit her. A discussion with her MD would be first on the list before doing this, imo.
Being diabetic might make her more susceptible to mood swings, especially if it's not being managed.
Suffering with bipolar disorder is a real tough thing, imo. It's a very difficult disorder to get medicinal balance with, taking a long time, and then additional stress or perhaps in your sister's case a change in blood sugar, can UNbalance the medication.
I'm glad you are trying to help your sister, and suggest you also talk with a doctor to find out how to manage your own concerns in your sister's life. TC!
