Hi Chels.Fight,
It does sound like it. But you really need to see a professional psychologist/therapist/counselor to verify that you do have OCD.

Sometimes when you life feels out of control, like everyone is making all the decisions for your life and not giving you a chance to speak out, you simply must find a way to gain control. The clothes thing fits that. If those who are over you are controlling, and wanting perfection from you, then you might begin doing things such as walking perfectly etc to be perfect, not just for them but because you feel no one will like you unless you are. Incessant counting of things is also a symptom of needing help with your life. It doesn't have to wear the label of OCD though.
Why not speak to your school counselor, or favorite teacher and ask them to help you find someone to talk to; it sounds like you need help figuring out life. Teen years is a good time to begin that journey.
