I don't find anything wrong with it. Once those sexual urges are realized, it's difficult to say no to them. Rather than satiate the desire with random sex before marriage, what else is there to do? I applaud her intent to stay a virgin. Having a boyfriend and not having sex is quite healthy, btw. It makes the relationship focus on the most important things and isn't driven by only physical urges.
If you suspect it is a problem for her, encourage her to talk to her MD about it.
