Why is it that my brother who abuses drugs has a place to go for weeks at a time to learn how to function and cope with his "illness"?

Lately my search has been mainly focused on finding someone just to talk to. Someone who has true understanding and experience with infantilism and families. This in it’s self has been a challenge. My sister and a couple of friends are also trying to help me find that help. But they too are finding it to be a challenge.
